The Walloon public administration is evolving its citizen portal into a data-centred platform that serves both citizens and businesses, with features such as personalised dashboards, document delivery and cross-entity service access. This senior functional analyst role supports that evolution by applying Agile practices, modelling business processes with BPMN and producing clear user stories to feed development and integration work on cloud-enabled services (AWS).
The mission
The programme aims to transform the existing portal into a resilient, 24/7 digital service platform that provides personalised experiences, consolidated personal data views, document management and improved interactions between users and administration. The technical landscape includes service-oriented architectures for integration, cloud hosting on AWS, and a mix of UX research inputs and business requests that must be translated into implementable solutions.
You will work within the digital department alongside product owners, UX researchers, developers and IT architects to operationalise requested evolutions from business units and user feedback. Daily work includes analysing and structuring data, mapping and formalising macro-processes in BPMN, writing user stories in an Agile backlog, and specifying integration constraints to ensure interoperability with existing SOA components and the wider IT architecture.
Your responsibilities
- Lead functional analysis efforts and deliver clear, testable user stories that drive development and acceptance criteria
- Translate business requirements and UX findings into BPMN process models and UML diagrams that document rules and data flows
- Specify data models and define access to authoritative data sources to support personalised dashboards and document services
- Define integration constraints and collaborate with architects to ensure SOA-based interoperability and feasible AWS deployment patterns
- Validate that delivered features meet functional requirements through acceptance testing support and review of deployments
- Advise business stakeholders on trade-offs, prioritisation and pragmatic solutions that balance user value and technical constraints
Your profile
Essential skills
- Senior-level experience in functional analysis for digital services, typically 5+ years in public sector or large service platforms
- Practical experience with Agile delivery and writing user stories, acceptance criteria and backlog grooming
- Proficiency in BPMN for process modelling and UML for system behaviour and data modelling
- Knowledge of service-oriented architecture principles and experience specifying integration with APIs and authoritative data sources
- Familiarity with cloud-hosted services, in particular AWS deployment concepts and implications for integration and scalability
- Strong communication skills, methodical approach and ability to work with multidisciplinary teams
