A cooperative digital service organisation formed to support public water operators in Wallonia, this entity centralises IT expertise for utilities covering water production, distribution and wastewater. The role exists to lead sectoral IT strategy and enterprise architecture work, combining enterprise architecture and data architecture skills with program-level IT management to align systems such as SAP, SCADA and GIS across multiple public partners.
The mission
You will contribute to a sector-wide IT master plan that targets mutualisation and interoperability across about ten cooperating public entities. The technical landscape spans ERP (notably SAP) and open-source solutions, on-premises and cloud infrastructure, OT/IT networks, and regulatory reporting flows subject to RGPD and NIS2, so robust IT system mapping and architecture governance are essential.
Day to day you will act as a senior enterprise architect and occasional CIO ad interim, defining target architectures (business, application, data and technology), maintaining the system-of-record cartography and validating architectures for structuring projects. You will also run programme-level coordination for multi-project deliveries, track budgets and risks, and transfer knowledge to internal teams and local stakeholders under public sector constraints.
Your responsibilities
- Define and document the target enterprise architecture and data architecture that support cross-entity services, ensuring interoperability between SAP, SCADA, GIS and open-source stacks.
- Lead IT strategy and governance activities, including acting as CIO ad interim for cooperators and preparing decision dossiers for executive committees.
- Drive programme management for the IT portfolio, delivering on timelines, budgets and dependencies while enforcing public procurement and regulatory compliance.
- Validate technical choices for resilience, cybersecurity and long-term maintainability, ensuring architectures meet RGPD and NIS2 requirements.
- Build and maintain the information system cartography, produce architecture deliverables and ensure effective knowledge transfer to client teams.
- Coordinate internal teams and external suppliers to integrate systems and to operationalise urbanisation principles across sites.
Your profile
Essential skills
- Minimum 10 years in information systems, including at least 5 years in roles comparable to CIO, IT Manager or senior Enterprise Architect.
- Proven CxO-level track record in defining and implementing IT strategy and governance under public sector constraints.
- Strong practical experience with enterprise architecture frameworks such as TOGAF or equivalent and tools for SI modelling (Archi or similar).
- Demonstrable experience with SAP and open-source integration, system integration patterns and data modelling (relational and dimensional).
- Proven programme management capability for multi-project portfolios, familiarity with PRINCE2, PMP, MSP or SAFe.
- Clear communication skills to document, simplify and transfer complex technical decisions to technical and non-technical stakeholders.
