The organisation is a public-sector IT operator supporting francophone public administrations, renewing its data practice to make data more reliable, accessible and reusable. This assignment exists to update the five-year data strategy and roadmap, driving alignment between business and IT through facilitation of strategic workshops and executive governance, and to validate a target data architecture and governance model.
The mission
This programme reconceives how the administration organises and consumes data at scale, replacing fragmented sources with a documented target architecture, metadata catalogues and controlled access. Deliverables include an AS-IS cartography, a target data architecture and governance model, and a prioritized, actionable roadmap covering the next five years. The engagement will be delivered by a multidisciplinary team, and this role provides senior strategic input to that team.
Day to day you will lead scope and alignment activities with sponsors and business owners, run strategic workshops and a bootcamp to surface and prioritise use cases, and validate high-level architectural choices. You will also produce the governance foundations required to operationalise the architecture, and present recommendations to steering committees and executive stakeholders. The expected time commitment for this mandate is one day per week (20%), focused on strategic decisions and stakeholder alignment.
Your responsibilities
- Define the target data strategy and produce a prioritized, actionable roadmap that links use cases to measurable business outcomes.
- Facilitate strategic workshops and a bootcamp to elicit requirements, surface dependencies and prioritise high-value data use cases.
- Validate the target data architecture and confirm its fit with enterprise architecture and IT consumption patterns.
- Establish minimum viable data governance: roles, responsibilities, metadata and access models that enable adoption of the architecture.
- Present recommendations and decisions to steering committees and executive sponsors, securing alignment and formal sign-off.
- Provide ad hoc expert review on specific topics such as sovereignty, data stewardship or operationalisation of use cases.

Essential skills
- Proven senior experience in defining data strategy and building a data roadmap for large organisations or public administrations.
- Demonstrable experience aligning business and IT, including facilitation of strategic workshops with business and IT stakeholders.
- Strong knowledge of data architecture concepts and the ability to validate a target architecture at enterprise scale.
- Practical experience designing data governance models, assigning roles and defining metadata/catalog requirements.
- Confident communicator with experience presenting to steering committees and executive management, able to drive decisions and trade-offs.
- Comfortable working in multidisciplinary teams and translating strategic choices into deliverable actions.
