A regional public heritage agency is implementing a single integrated platform to digitise business procedures for classification, restoration and grants, built on the Odoo ERP. This programme requires operational change management and training expertise to shift processes, roles and tools across multiple departments and external partners, using Agile ways of working and PROSCI principles.
The mission
The programme will deliver an integrated heritage management platform on Odoo that manages the full lifecycle of a dossier, ties into web, GIS and exchange platforms, and replaces several existing paper and siloed systems. The change work matters because the platform will redefine business rules and daily routines for teams responsible for asset records, restorations and subsidies, and the project will run through staged releases over the next 12 to 24 months.
You will work inside a small programme team and with numerous business stakeholders and regional digital services to define and operationalise the adoption approach. Day to day you will design and implement the change strategy, produce communication plans, run training sessions and prepare job-specific support materials. You will identify and coach local change agents, monitor adoption metrics and adapt interventions before and after each release. The expected start of the mission is approximately 3 August 2026 and candidates will be invited to interviews with the programme team.
Your responsibilities
- Define and implement a pragmatic, measurable change management strategy aligned with Agile delivery and PROSCI methodology
- Design and deliver communications, workshops and training courses that move users from current processes to the new Odoo-based platform
- Identify, recruit and coach key users and change agents inside business teams to ensure local ownership and sustainment
- Measure adoption and resistance using quantitative and qualitative indicators, and refine interventions based on results
- Produce role-based support materials, quick reference guides and classroom/remote training content for frontline staff
- Facilitate stakeholder governance sessions and provide regular reporting to the programme board on adoption progress
Your profile
Essential skills
- Demonstrable senior experience in operational change management across multi-department public sector programmes
- Practical knowledge of PROSCI tools and change methodologies, combined with Agile delivery experience
- Proven ability to design and run training and upskilling activities for mixed audiences, including hands-on workshops
- Strong stakeholder management, facilitation and influencing skills from a non-hierarchical position
- Excellent verbal and written communication skills, with the capacity for active listening and clear, concise documentation
- Comfortable working inside a programme structure and translating strategic objectives into local behavioural changes
