A large-scale business transformation programme in the public sector is refactoring and building new business applications, and this role exists to provide disciplined functional analysis and end-to-end specification work. You will work in an Agile/Scrum environment, using BPMN and Confluence to capture customer journeys and translate them into implementable user stories and functional designs.
The mission
The programme supports a department of about 90 specialists responsible for replacing and consolidating several legacy applications that together support tens of thousands of internal and external users. The application ecosystem uses classic enterprise technologies (J2EE, Java, Oracle) so the functional work must align with existing APIs, data models and integration patterns.
On a day-to-day basis you will take ownership of requirements from discovery through delivery: map business processes with BPMN, write functional analysis and UML diagrams, produce software requirements and data models, and author user stories in Confluence and Jira. You will work in cross-functional Agile teams alongside developers, testers and project managers to validate solutions, follow releases, and ensure deliveries meet business expectations.
Your responsibilities
- Produce clear, implementation-ready functional specifications and user stories that allow teams to deliver new features on sprint cadence
- Lead business process mapping and customer journey analysis using BPMN to define measurable acceptance criteria
- Validate functional designs with technical teams, translating analyses into technical specifications and data models
- Define and maintain test plans and test cases so that new functionality is verifiable against requirements
- Drive stakeholder workshops and maintain strong relationships with business owners, project managers and partners to secure timely decisions
- Supervise and coach junior analysts, and keep project documentation up to date in Confluence and Jira
Your profile
Essential skills
- Practical experience working in Agile/Scrum teams, able to participate in ceremonies and refine backlog items
- Strong BPMN process modelling skills and proven ability to map customer journeys into requirements
- Proficiency writing functional analysis, UML diagrams and software requirements that developers can implement
- Comfortable writing user stories with clear acceptance criteria and creating test analysis and design artifacts
- Working knowledge of SQL to validate data models and support analysis of existing systems
- Excellent stakeholder communication skills and experience running workshops and interviews
- Belgian nationality required due to the nature of the activities
