The ICT department of a federal public service is replacing an aging indicator application with a new model-driven solution on Microsoft Power Platform to meet modern security and maintainability requirements. The project will deliver a model-driven PowerApp backed by Dataverse and automated processes with Power Automate, so familiarity with Power Platform, Dataverse and PowerApps is essential.
The mission
The project, scheduled to start implementation in 2026, is the department's top-priority application renewal. The technical landscape centres on a model-driven PowerApp, Dataverse data modelling, Power Automate flows, and integration with Microsoft 365, Entra ID and Azure. The system will serve business analysts and inspectors and replace a legacy solution that no longer meets security standards.
Day to day you will work inside a cross-functional agile team of business analysts, developers and product owners. You will own the functional analysis for the Indicateur 2.0 scope: collecting requirements, designing Dataverse entities and security, specifying Power Automate flows, producing Axure prototypes and writing user stories and acceptance criteria. You will facilitate workshops with key users, support UAT and help the team deliver increments on a two-week sprint cadence.
Your responsibilities
- Translate stakeholder needs into clear functional designs and acceptance criteria for a model-driven PowerApp, ensuring traceability from business requirement to implementation.
- Define and validate the Dataverse data model, relationships, business rules and row-level security so the solution meets data and compliance requirements.
- Design and specify Power Automate flows to automate business processes and hand over precise flow definitions to the development team.
- Produce clickable Axure prototypes, process flows and user stories to accelerate developer delivery and assist user acceptance testing.
- Facilitate workshops with business stakeholders and key users to refine scope, prioritise backlog items and validate functional behaviour.
- Use Copilot actively to structure requirements, refine user stories and produce consistent functional documentation.
Your profile
Essential skills
- Proven experience as a functional analyst on Microsoft Power Platform projects, with practical work on model-driven apps and PowerApps.
- Strong Dataverse skills, including data modelling, entity relationships, business rules and security configuration.
- Hands-on experience designing Power Automate flows for process automation and integrations.
- Comfortable producing Axure prototypes, process diagrams and formal functional specifications or user stories.
- Solid understanding of Microsoft 365, Entra ID and Azure integration points, and familiarity with Dynamics within the Microsoft ecosystem.
- Experience working in Agile / Scrum teams, facilitating workshops and translating business needs into deliverable backlog items.
- Clear oral and written communication skills, able to bridge business and IT and explain functional designs to non-technical stakeholders.
Preferred skills
- Microsoft Power Platform certifications.
- Experience with change management or adoption programmes in larger organisations or government.
Languages
- Dutch, C2 or native level OR French, C2 or native level.
- The other national language, receptive understanding at B1 (reading and listening) is required.

- Bachelor's degree in IT, business informatics, information systems or equivalent professional experience.
