The organisation is a Belgian public social security body that manages unemployment benefits and related services. This role exists to drive the functional design and delivery of the Mijn HVW-dossier web application as it evolves from a consultative portal into an interactive self-service platform, requiring strong experience in functional analysis, API design and integrations with external systems.
The mission
The project is the ongoing modernisation of the Mijn HVW-dossier application, built with a Java backend, an Angular frontend and an API-first architecture, including eID authentication and multiple external integrations. Work is delivered in an Agile, iterative way with a compact ICT team (currently 4 developers) and frequent coordination with solution architects and business owners.
You will take ownership of a functional domain within the application, producing functional analyses, defining interfaces and ensuring consistent data flows across integrated systems. On a daily basis you will translate business requirements into user stories and acceptance criteria, coordinate development and test activities, and act as the main contact for stakeholders and external partners throughout delivery.
Your responsibilities
- Lead the creation of clear functional analyses and solution designs that enable developers to deliver self-service flows and new request types.
- Define and validate API contracts, data flows and integration points to ensure reliable interaction with external systems.
- Drive Agile planning, prioritisation and progress reporting, keeping scope and risks visible for stakeholders.
- Coordinate and coach the cross-functional delivery team during development, SIT and UAT to secure quality and timely releases.
- Ensure documentation, process descriptions and data models are maintained and reusable across the application landscape.
Your profile
Essential skills
- Minimum 10 years' experience as a functional analyst on web applications, able to translate complex business rules into functional specifications.
- Minimum 10 years' experience in project leadership or coordination, preferably within Agile delivery.
- Proven track record acting as the bridge between business and IT, including stakeholder management and people coordination.
- Strong technical affinity with software development processes, experience defining APIs and managing integrations.
- Hands-on familiarity with Java backend and Angular frontend architectures, and understanding of authentication schemes such as eID.
- Ability to produce user stories, use cases, process descriptions, data models and acceptance criteria.
Languages
- Dutch, C1 or French, C1 (one is required).
- Active working knowledge of the other national language, B2.
- English, professional working proficiency, B2.
Education
- Degree in computer science, information systems, business analysis or equivalent experience.
