Legacy citizen services are being rewritten to include AI agents, low-code workflows and stricter observability, while governance and scale remain the stickiest risks. As an Innovation Program Manager Senior with proven Agile delivery and hands-on experience with LLMs and Microsoft Azure, you will be the person who turns pilots into reliable production services.
The Mission
You will join the public-sector innovation centre that runs a portfolio of strategic digital programmes for French-speaking administrations, delivering services used by thousands of civil servants and citizens. The technical landscape mixes full-stack frontends (Angular), low-code (PowerApps), cloud (Microsoft Azure), observability with Zabbix and Elasticsearch, CI/CD and quality gates with SonarQube, and performance testing with Apache JMeter.
You will own end-to-end delivery across 8–12 strategic initiatives, including AI chatbots and LLM agents, vector search with embeddings and RAG pipelines built on LangChain and Vector DB. You will coordinate cross-functional teams of product owners, engineers and vendors, chair programme committees, coach SAFe V5 and Scrum practices, and be accountable for measurable improvements in time-to-production, uptime and stakeholder satisfaction. This senior Innovation Program Manager role in Brussels will also negotiate supplier contracts and report at COPIL/CODIR level.
Your Responsibilities
- Drive end-to-end delivery of AI, full-stack and low-code programmes, moving pilots into production and achieving KPIs for availability, performance and user satisfaction.
- Lead and coordinate multidisciplinary teams and external suppliers, chair programme and steering committees and ensure clear decision paths.
- Coach teams in SAFe V5 and Scrum, run agile workshops and hackathons, and embed Agile maturity metrics into the roadmap.
- Define non-functional requirements and oversee performance and resilience testing with Apache JMeter, code quality with SonarQube, and monitoring using Zabbix and Elasticsearch.
- Manage risks, budgets and vendor relationships, maintain reporting for COPIL/CODIR, and improve processes using ServiceNow and Sciforma for governance.
- Implement DevOps practices, streamline testing and issue tracking with Mantis, and ensure production readiness for LLMs, LangChain pipelines and Vector DB integrations.
Your Profile
Essential Skills
- Senior programme leader with a track record of delivering complex Agile programmes in the public sector, certified or experienced in SAFe V5 and Scrum.
- Practical knowledge of LLM architectures, LangChain, RAG, embeddings and vector databases applied to AI chatbots and agent workflows.
- Operational experience with Microsoft Azure for deploying AI workloads and cloud-native services.
- Familiarity with front-end technologies such as Angular and low-code platforms like PowerApps.
- Strong DevOps and testing capability, including Apache JMeter, SonarQube, Zabbix, Elasticsearch, and automated testing practices.
- Experience with ServiceNow, Sciforma and Mantis for ITSM and project portfolio coordination, plus vendor negotiation and senior stakeholder reporting.
Education
- PhD in innovation or digital transformation, or equivalent senior experience leading innovation programmes.
