The organisation runs a dedicated business unit that manages police field applications used by local police services, including a mobile app called FOCUS used on smartphones and tablets. This role exists to strengthen the team as a Product Owner / Business Analyst, focusing on business analysis, business process modelling and change management for police mobile applications.
The mission
FOCUS is a mobile police application with around twenty modules that let officers perform tasks from sending messages to colleagues, running person or location searches, viewing live incidents and locating intervention units. The application is developed by an external partner, hosted internally and maintained by a multidisciplinary team; two product owners and a technical incident coordinator currently run the stream and the product receives yearly feature and module releases.
You will be responsible for the end-to-end business and functional design for a subset of FOCUS modules. Day-to-day work includes gathering and analysing user needs from field officers, modelling ASIS and TOBE processes using BPMN, coordinating legal and security impact analyses, and working closely with the supplier product owner and internal security and operations teams. You will report to the Program Manager and act as the primary contact for users and stakeholders during analysis, development and rollout.
Your responsibilities
- Define and prioritise the product backlog to maximise operational value for field officers, translating user requests into clear user stories and acceptance criteria
- Lead workshops and interviews with police users to capture business requirements, then convert those requirements into BPMN process models and functional specifications
- Coordinate impact analyses with legal, security and operations teams to ensure new modules meet compliance and safety standards
- Collaborate with the supplier product owner and development teams to validate technical designs, remove blockers and ensure timely delivery of releases
- Drive adoption and change management activities, including training sessions, user documentation and second-line support for new or updated modules
- Provide regular reporting to the Program Manager on roadmap progress, risks and user feedback
Your profile
Essential skills
- Proven experience as a Product Owner or Business Analyst working on enterprise mobile applications, preferably within the public sector
- Strong business analysis skills, including requirements elicitation, stakeholder interviews and user-journey mapping
- Proficiency in business process modelling (BPMN), able to produce ASIS and TOBE diagrams and derive requirements from them
- Experience in change management activities: training, documentation, communications and user adoption support
- Clear communicator able to adapt style for field users, technical teams and senior stakeholders, with an ability to influence without formal authority
- Comfortable coordinating security and legal impact analyses and working with external suppliers
