The business unit BILOC develops and supports applications that enable local police work, including a hosted mobile policing application used on phones and tablets. This role exists to reinforce the product team as a Product Owner / Business Analyst, focusing on business analysis, business process modelling and change management for a mobile policing app composed of around twenty modules and maintained in collaboration with an external supplier.
The mission
The team manages a mobile policing application used for on-scene reporting, unit location, searches on people and places, and internal messaging. The application is developed by a supplier, hosted internally, and receives new modules and features every year. The product area is supported by two product owners and an incident manager; you will join a multidisciplinary group of internal and external colleagues responsible for operation and development at scale across local police services.
Your day-to-day work combines product ownership and business analysis. You will be the primary contact for user communities for the modules you own, gather and prioritise business and functional requirements, and model current and target processes in BPMN. You will coordinate impact analyses for legal and security aspects, collaborate with the supplier product owner and technical teams, report progress to the program manager, and support adoption through training, documentation and second-line support.
Your responsibilities
- Define and prioritise product backlog items so new modules and features deliver clear operational value to police users
- Translate user needs into functional requirements and BPMN process models that development teams can implement
- Coordinate impact assessments, ensuring legal, security and operational constraints are captured before development
- Run stakeholder workshops, user interviews and acceptance sessions to validate solutions and measure adoption
- Create and maintain end-user documentation, deliver training sessions, and provide second-line support to increase user uptake
- Report status, risks and roadmap adjustments regularly to the program manager and supplier product owner
Your profile
Essential skills
- Proven experience as a Product Owner or Product Owner / Business Analyst, ideally at medior level (several years in product or BA roles)
- Strong capability in business analysis and business process modelling, with practical BPMN skills
- Experience in change management activities: training, documentation and user adoption support
- Familiarity with public sector or regulated environments and the ability to coordinate legal/security impact analyses
- Excellent stakeholder communication skills, able to adapt style for users, suppliers and management
- Agile mindset, autonomy and ownership; ability to prioritise across multiple modules and stakeholders

- Degree or equivalent experience in ICT, information systems, business analysis or related field
