A major public security organisation is executing a coordinated digital and organisational transformation to modernise processes, stabilise IT foundations and deliver citizen-facing services. This Program Manager will work at the intersection of Agile/Scrum delivery, business analysis and change management to coordinate a politically driven merge of six police zones and the rollout of portals and web applications for front-line services and citizens.
The mission
The programme sits inside a central Digital Transformation Office that combines IT, data and innovation. The initiative covers intake and programme governance, infrastructure and security stabilisation, and business domain transformation, and will deliver portals and CRM/ERP-style systems used by several hundreds of operational and administrative users. The project has a fixed target implementation window and requires alignment across legal, operational and technical stakeholders.
Day to day you will own the programme roadmap and operational prioritisation, sequence system integrations and coordinate cross-team dependencies. You will run risk identification and mitigation, produce governance reporting for senior leadership, and work directly with the IT departments of the affected zones to define scenarios for operationalisation. The role acts as a senior Product Owner and people manager for a multidisciplinary mix of internal and external specialists.
Your responsibilities
- Define and maintain the programme roadmap, ensuring milestones and dependencies are visible and met across multiple streams
- Prioritise integration and migration plans to minimise impact on core systems and end users, delivering continuity for several hundreds of users
- Identify programme risks and implement mitigation plans that reduce schedule and budget exposure
- Coordinate cross-team dependencies and resolve delivery bottlenecks between application, infrastructure and operations teams
- Produce clear governance artefacts and cadence reporting for sponsors and steering committees
- Coach and line-manage a multidisciplinary delivery team, embedding Agile/Scrum practices and continuous improvement
Your profile
Essential skills
- Demonstrated programme or senior project management experience in a public sector environment, with delivery of multi-team programmes
- Strong Agile/Scrum experience, able to act as a senior Product Owner across multiple workstreams
- Proven capabilities in business analysis and requirements definition for citizen-facing portals or web applications
- Solid change management experience, including stakeholder engagement and governance reporting
- Experience with process management and modelling, and with lean optimisation to improve operational workflows
- People management experience, able to coordinate mixed teams of internal and external specialists
