The national fines platform coordinates the organisational and digital processes across the justice chain to speed up fine processing and reduce administrative burden. This Program Manager Expert will run the Recidive Databank project within that platform, coordinating delivery and the implementation of the Cross-border Directive, using Agile and PRINCE2 practices and regular reporting in Microsoft Office.
The mission
The Recidive Databank project digitises recidivism records and the exchange of penalty information between partner organisations in the justice chain. The programme impacts case handling, financial execution of penalties and public-facing communications, and must meet a statutory deadline for the Cross-border Directive. Work touches multiple stakeholders across prosecution, mobility authorities and police services and requires end-to-end programme governance.
On a day-to-day basis you will own project delivery: maintaining a single programme overview, driving the roadmap, chairing the operational working group for Cross-border Directive implementation, and ensuring features meet quality, performance, budget and timeline requirements. You will translate business requirements to technical teams, remove blockers, and provide clear, regular reports and risk escalations to management.
Your responsibilities
- Lead delivery of the Recidive Databank project to meet the statutory deadline and defined quality and performance targets.
- Coordinate stakeholders across prosecution, mobility services and police, securing alignment of partner roadmaps and decisions.
- Create and maintain the programme overview, roadmap and integrated risk log, ensuring timely corrective actions and transparent reporting.
- Ensure requirements are clearly translated between business and IT so implementations match specifications and reduce rework.
- Establish and chair the operational working group for Cross-border Directive implementation and drive its actions to completion.
- Produce executive reports and programme artefacts using Microsoft Office that provide management with clear status, risks and mitigation options.
Your profile
Essential skills
- Minimum 10 years of project management experience, with at least 7 years in senior or expert programme roles.
- Proven capability with PRINCE2 and Agile delivery frameworks, able to tailor governance to a public-sector programme.
- Strong stakeholder management and negotiation skills, able to align technical teams, business units and executive management.
- Advanced Microsoft Office skills for reporting and presentation, especially Excel and PowerPoint.
- Demonstrable experience working inside a government or public-sector organisation.
- Excellent verbal and written communication, able to produce concise reports and explain complex topics in plain language.
Preferred skills
- Practical use of Confluence and Jira to manage requirements, backlogs and programme documentation.
- Experience with cross-border legal or data exchange initiatives, or digital transformation projects in justice.
