The organisation runs a city-scale Digital Twin programme focused on local urban heat analysis and the first certified DAMA DMBOK implementation for municipal data management. This role exists to coordinate multidisciplinary delivery across data, GIS, cloud and application teams, and to translate the AI strategy and data governance requirements into reliable building blocks for a production Digital Twin.
The mission
You will manage a multi-year Digital Twin programme with a roadmap to 2029, covering local digital twin use cases such as urban heat islands, simulation models and 2D/3D visualisation. The technical landscape includes Azure data services, APIs, GIS and IoT feeds, plus machine learning and simulation algorithms that must interoperate within a target architecture and standardised data model.
On a day-to-day basis you will steer project and programme delivery across roughly 8-12 technical contributors and several external vendors, own cross-team reporting and stakeholder communication, and ensure that technical building blocks are delivered on schedule and within budget. You will define roles and KPIs, manage dependencies between Data, AI, GIS, Cloud and Dev teams, and drive the change management needed for city stakeholders and citizen-facing outputs.
Your responsibilities
- Lead programme governance, producing concise project reporting, financial support schedules and stakeholder communications that keep leadership and city stakeholders aligned
- Coordinate delivery of technical building blocks so APIs, data pipelines and visualisation layers integrate into the target architecture and feed operational simulations
- Define and track performance management metrics and KPIs that measure platform health and the benefits of local digital twins
- Prioritise work across concurrent projects, resolve cross-team dependencies and manage external suppliers to maintain delivery rhythm
- Enforce data governance and data modelling standards so ML and simulation algorithms consume validated, well-documented datasets
- Drive change management and adoption activities with city stakeholders and end users to ensure operational use of Digital Twin outputs
Your profile
Essential skills
- Proven experience delivering city-scale or enterprise Digital Twin programmes and translating strategy into delivery
- Strong understanding of AI strategy, data governance and data modelling for ML and simulation algorithms
- Hands-on familiarity with Azure data services including Data Factory and serverless functions, and with building end to end data pipelines
- Ability to coordinate multidisciplinary teams covering GIS, cloud, dev and cyber security, and to manage external technology suppliers
- Working knowledge of one or more languages used by the teams, such as python, java, javascript, c# or c++
- Track record of defining KPIs, reporting structures and change management plans for public sector or smart city projects
Education
- Degree or equivalent experience in engineering, computer science, data science or a related discipline
