A major Belgian public-sector IT operator is under pressure to converge fragmented systems strategy across its beneficiaries, and the architecture practice has a narrow window to deliver clarity. Take the role of Senior Enterprise Architect (Strategie SI & LABNAF/Sparx), applying Sparx Enterprise Architect and BPMN to turn capability decisions into an executable architecture roadmap.
The Mission
The programme covers dozens of francophone public administrations and their bespoke business applications, centred in Brussels (Bruxelles) and extending across Belgium. The technical landscape mixes legacy systems, custom business applications and cloud platforms, with multiple integration points and service orchestration that currently lack a unified capability map. Delivering a coherent systems-level strategy will reduce duplication, clarify funding priorities and accelerate organisational and legal compliance. The architecture work will directly inform the organisation's strategic committee and prioritisation decisions.
As the Senior Enterprise Architect you will work alongside the head of the architecture centre of competence and with business sponsors to own the strategy, modelling and roadmap. You will produce LABNAF-compliant artefacts, maintain them in Sparx Enterprise Architect, and use BPMN to align processes with business capabilities. You will define governance rules and standards so projects called 'prioritaires' are consistent with the strategy. Your work will convert complex stakeholder needs into decision-ready models and a roadmap that is ready to execute.
Your Responsibilities
- Lead the creation of a capability-based enterprise architecture strategy and a roadmap ready for execution by the strategic committee.
- Produce LABNAF-compliant architecture deliverables including vision diagrams, business capability maps, functional decompositions and information flow diagrams, using Sparx Enterprise Architect.
- Define and enforce architecture governance, directives, standards and modeling practices to align projects with the strategic priorities.
- Develop strategic business cases and trade-off analyses that secure prioritisation, funding and measurable benefits.
- Coordinate cross-organisational stakeholders, translate technical models into decision-ready artefacts, and coach teams on adoption.
- Validate LABNAF maturity and propose improvements to modelling practices and artefact lifecycle management.
