This role sits within a public sector digital services team delivering business-facing web applications built on Java back ends, Angular front ends and relational databases. The position exists to run IT development projects end-to-end using Prince2 governance alongside Scrum delivery practices, coordinating internal digital teams and external suppliers to deliver focused MVPs and reduce time to production.
The mission
The programme covers multiple business domains that require small-to-medium web applications and APIs, integrations with back-office systems and a test-driven delivery approach. The technical landscape includes Java services, Angular single-page applications, SQL-based relational databases and deployment into a managed operations environment. Work is organised in two-week sprints with an emphasis on delivering MVPs and regular releases to business users.
On a day-to-day basis you will own project delivery from planning through acceptance, manage scope, budget and schedule, and act as the main coordinator between business stakeholders, internal development teams (6-8 people) and external suppliers. You will apply Prince2 artefacts for governance, use Scrum for team delivery, run sprint ceremonies, manage Jira and Confluence for backlog and documentation and ensure that test IT activities and acceptance criteria are completed before handover.
Your responsibilities
- Lead end-to-end delivery of development projects, ensuring MVP releases meet business acceptance and quality criteria
- Coordinate cross-functional teams and external suppliers to remove impediments and keep delivery on schedule
- Define and control project scope, budget and planning using Prince2 governance documents and regular reporting
- Facilitate Scrum ceremonies, grooming, sprint planning and retrospective sessions to drive continuous delivery
- Use Jira and Confluence to maintain transparent backlog, traceability and stakeholder communication
- Ensure test IT processes and acceptance testing are executed, and that deployments include required operational handover documentation
Your profile
Essential skills
- Proven experience (typically 5+ years) managing IT development projects and delivering web applications
- Practical understanding of Java application architecture and Angular front-end development, enough to challenge technical proposals
- Experience working with relational databases and coordinating integration work with back-office systems
- Certification or practical application of Prince2 governance and working knowledge of Scrum or AgilePM delivery
- Hands-on experience with Jira and Confluence as the primary project tooling for backlog, documentation and reporting
- Strong communicator, structured planner and assertive stakeholder manager, comfortable leading teams and external suppliers
