The organisation is a public-sector programme responsible for administrative applications used by employers and administrators to register on-site presences (CIaO) and subcontracting chains (Catena). This role exists to deliver the second extension phase in 2026, coordinating Agile / Scrum delivery and Prince2-style programme governance across development, infrastructure and production activities.
The mission
These two concurrent projects extend existing applications that were first delivered in 2025: CIaO for on-site presence registration and Catena for statutory subcontracting chains. Both applications support regulatory obligations for organisations in the social security and e-health domain, so reliability, clear audit trails and controlled releases are required. The programme includes development, test coordination, infrastructure cutover and production rollout, with change requests handled inside a controlled budget and risk framework.
You will run day-to-day project delivery for both streams, defining scope, building detailed plans, allocating budget and managing risk and capacity in collaboration with SPOCs, the technical project lead and service managers. Typical activities include backlog and epic planning, coordinating test and release activities, negotiating change requests with stakeholders and reporting progress and issues to programme management. You will ensure work is ready for production on agreed timelines while keeping costs and quality under control.
Your responsibilities
- Lead delivery of two concurrent project streams, securing on-time production releases and meeting budget and quality targets
- Drive backlog management and epic story decomposition so teams have clear, testable deliverables each sprint
- Coordinate test activities and production cutovers, reducing deployment risk through clear runbooks and validation plans
- Manage change requests, quantify impacts on scope and budget, and negotiate pragmatic solutions with stakeholders
- Monitor programme-level risks and financials, escalating promptly when corrective action is needed
- Coach and manage project team members and external suppliers, ensuring capacity planning and proper imputations of activities
Your profile
Essential skills
- Senior project management experience, minimum 5 years delivering IT projects for administrative or regulated environments
- Proven competence with Agile / Scrum delivery including backlog management and epic story decomposition
- Strong change management and stakeholder communication skills, able to represent the project to clients and internal managers
- Budget and risk management experience, with documented reporting to programme governance
- People and capacity management experience, including coordination of developers, testers and infrastructure teams
- Experience in test coordination and production rollout planning
- Familiarity with Prince2 or equivalent governance frameworks
Preferred skills
- Experience in social security, e-health or healthcare administrative systems is an advantage
- Background as an Agile coach or Scrum Master is a plus

- Degree in IT, business management or equivalent professional experience
