The organisation is a public-sector IT operator that centralises data services for several francophone administrations, updating its data strategy and operational model. This role exists to lead the governance pillar of a five-person multidisciplinary engagement, defining operational data governance, Master Data Management, and cataloguing practices using tools such as Collibra and MS Purview.
The mission
The programme aims to deliver a five-year Data Roadmap covering data architecture, data governance and IT governance of data. The current landscape includes fragmented metadata stores, emerging data catalogues, and nascent MDM processes. Establishing clear governance, catalogues and sharing rules will reduce redundancy and enable an effective "only once" principle for public services.
You will head the governance stream within a multidisciplinary team of five consultants and work directly with business and IT stakeholders across multiple administrations. Day to day you will assess the current governance, design a target operational model, define roles and committees, and produce a prioritized, actionable roadmap and supporting documentation for adoption and compliance.
Your responsibilities
- Lead the assessment of current data governance, producing an AS-IS map that highlights gaps in roles, processes and metadata coverage
- Design and deliver a target operational governance model, defining committees, decision rights, escalation paths and RACI for data domains
- Define and structure Master Data Management approaches, including model principles, stewardship processes and integration points to existing systems
- Implement practical cataloguing and glossary standards that enable discoverability and secure access, and prepare migration steps for Collibra or MS Purview adoption
- Facilitate governance bodies and workshops, producing session outputs and clear recommendations that drive adoption across business and IT teams
- Provide short expert interventions on regulatory compliance, GDPR alignment and secure data sharing to inform the roadmap and implementation phases
Your profile
Essential skills
- Senior experience in data governance and Master Data Management, able to translate strategy into operational processes
- Proven facilitation skills for governance committees, steering groups and cross-functional workshops
- Practical knowledge of data catalogue and governance tools, specifically Collibra and MS Purview, or equivalent platforms
- Ability to define and manage data glossaries, dictionaries and metadata models that support data discovery and reuse
- Solid understanding of data protection and compliance requirements, including GDPR and secure data sharing practices
- Strong stakeholder management and change facilitation skills to accompany business and IT teams through adoption
