Digit’Eaux is the sectoral IT provider for public water operators in Wallonia, running and evolving a shared GIS platform that supports network management for water and wastewater. This role exists to strengthen platform architecture and operations, with a focus on ArcGIS Enterprise, ArcGIS Pro, PostgreSQL/PostGIS and Python automation.
The mission
The team maintains a sectoral GIS platform built on the Esri stack (ArcGIS Enterprise, Utility Network, ArcGIS Pro, Experience Builder, Field Maps, Survey123), PostgreSQL/PostGIS and FME. The platform supports operational workflows for public water and sanitation operators and must remain performant, secure and evolvable while supporting several integration points and operational teams.
You will act as the technical architect and senior SIG expert across strategic and operational levels. Daily work includes designing and validating enterprise geodatabase and infrastructure architectures, administering ArcGIS Enterprise, guiding Utility Network deployments and coordinating with project owners to ensure solutions meet business processes and quality requirements.
Your responsibilities
- Lead the design and optimisation of the sectoral GIS architecture to ensure scalability, high availability and maintainability of ArcGIS Enterprise and enterprise geodatabases
- Act as the ArcGIS Enterprise and Utility Network technical reference, resolving operational incidents and driving platform-level improvements
- Design and validate data models, UML diagrams and geodatabase versioning strategies to support network modelling and tracing requirements
- Deliver and review functional analyses and UAT plans so that implementations reflect operators' business processes and regulatory constraints
- Develop and deploy automation (Python, ArcPy, SQL) and FME workflows to reduce manual processes and improve data quality and refresh cycles
- Configure and publish web apps and services (Experience Builder, Dashboards, Field Maps, Survey123) and establish CI/CD or deployment processes where appropriate
Your profile
Essential skills
- 10+ years of experience delivering complex GIS projects, including architecture and project leadership
- Proven expertise in ArcGIS Enterprise administration: Portal, Server, Data Store, service publication, security and HA considerations
- Strong experience with ArcGIS Pro and ArcGIS Utility Network implementations and modelling
- Deep operational knowledge of PostgreSQL/PostGIS, spatial SQL, indexes and geodatabase optimisation
- Practical scripting and automation skills in Python (ArcPy) and SQL for geospatial processing
- Experience with FME Desktop/Flow for workflow automation and monitoring
- Capability to produce functional analysis, UML modelling and to lead functional tests / UAT
- Ability to manage multiple projects and communicate technical choices to non-technical stakeholders
Preferred skills
- Certifications in ArcGIS Enterprise Administration, ArcGIS Geodata Management or FME Professional
- Familiarity with DevOps practices for GIS (Git, CI/CD pipelines)
