The project replaces a legacy PowerBuilder application used across several public finance workflows with a new Java-based solution called SAMPO, and requires a data migration expert to define and execute the migration of both records and documents. The role sits inside a public sector IT programme in Wallonia, combines Talend ETL development with SQL scripting and data modelling, and expects practical use of Microsoft Copilot / GPT tools for automation and validation.
The mission
This assignment covers the end-to-end migration from the legacy TRORA application to SAMPO, ensuring data integrity, traceability and minimal disruption to operations. The technical landscape includes source systems on Oracle, target stores in PostgreSQL, document repositories, Talend for ETL orchestration, and documented artefacts in Confluence and Jira. The work matters because it preserves financial and administrative history for multiple departments and supports ongoing payments and revenue recovery processes.
You will own the migration strategy and its delivery for a defined scope of dossiers and associated documents, producing the transformation rules, Talend jobs, SQL and PowerShell scripts, and the validation artefacts needed for acceptance. Day to day you will analyse source and target schemas at conceptual, logical and physical levels, implement ETL and document-migration scripts, run statistical quality checks on migrated datasets, and report results to the project team and business analysts.
Your responsibilities
- Design and deliver a documented migration strategy that defines extraction, transformation and load mechanisms and rollback approaches, ensuring legal and operational traceability.
- Implement Talend ETL jobs, SQL transformations and PowerShell scripts to migrate data and documents with repeatable, parameterised processes.
- Validate migrated data using statistical analysis, record-level reconciliation and automated checks, and produce comparison reports that support business sign-off.
- Create and maintain mapping documentation, technical specifications and runbooks in Confluence, and track tasks and issues in Jira.
- Automate parts of the migration and validation using generative AI assistants such as Microsoft Copilot or GPT where appropriate, and document the prompts and outputs used.
- Support test cycles, resolve data-quality exceptions with pragmatic transformations, and hand over documented scripts and controls at project close.
Your profile
Essential skills
- Senior-level experience in data migration projects, with hands-on delivery of ETL solutions using Talend.
- Strong SQL skills, experience with Oracle and PostgreSQL, and ability to produce performant transformation queries.
- Scripting capability with PowerShell to automate extraction, file handling and loading of document archives.
- Proven experience in data modelling at conceptual, logical and physical levels and in defining mapping and transformation rules.
- Practical application of statistical analysis methods to validate and interpret migrated datasets, ensuring completeness and correctness.
- Familiarity with PEGA data structures or similar case-management schemas, and experience documenting work in Confluence and tracking in Jira.
- Clear written and verbal communication, ability to produce concise technical documentation, and experience coordinating with business analysts and testers.
