Digit’Eaux operates the sectoral GIS platform used by public water operators in Wallonia, maintaining solutions that combine the Esri ecosystem with PostgreSQL/PostGIS and FME. This role exists to strengthen the expert team that delivers functional analysis, ArcGIS Enterprise administration and ArcGIS Pro configuration for the platform, and to support ongoing transformation and operational maintenance across multiple operator sites.
The mission
The project maintains and evolves a shared GIS platform that supports network modelling, field data collection, monitoring dashboards and integrations with operational systems. The technical landscape is centred on ArcGIS Enterprise, ArcGIS Pro, Utility Network, Field Maps, Survey123, PostgreSQL/PostGIS and FME Desktop/Flow; work touches dozens of cooperating operators and several hundred thousand network assets. The assignment is an initial 12-month engagement, renewable, contributing to sector-wide coherence and technical maturity.
Day to day you will run user workshops, translate business needs into detailed functional specifications and acceptance criteria, and model processes and data flows with UML/BPMN and spatial data models. You will configure and deploy ArcGIS apps and services, optimise database and service performance, produce UAT scenarios and support acceptance testing, and document deployments and operational procedures in close collaboration with architects and operations teams.
Your responsibilities
- Lead user workshops and stakeholder interviews to produce clear, prioritised functional requirements and acceptance criteria that reduce rework.
- Deliver detailed functional specifications and data models (MCD/MLD), including UML/BPMN diagrams and mapping to ArcGIS/Utility Network data structures.
- Configure and publish services in ArcGIS Enterprise, and implement ArcGIS Pro-based data models, domains, rules and topologies to enforce data quality.
- Automate geospatial processing and deployment tasks using Python/ArcPy and maintain FME Desktop/Flow workflows for ETL, scheduling and error recovery.
- Validate solutions through test plans and support UAT, ensuring releases meet performance, security and operational requirements.
- Integrate and optimise spatial data in PostgreSQL/PostGIS, including spatial indexing and SQL-based spatial queries, and document scripts and runbooks.
Your profile
Essential skills
- Minimum 10 years’ experience in functional analysis and solution delivery in an Esri-based GIS environment.
- Strong practical knowledge of ArcGIS Enterprise administration and ArcGIS Pro configuration, including service publishing, Portal management, federations and security.
- Proven experience with Utility Network concepts, rules, tracing and topologies and their functional impacts.
- Hands-on skills in PostgreSQL/PostGIS and SQL, including spatial functions (for example ST_Intersects) and index optimisation.
- Automation experience in Python (ArcPy) and development of FME Desktop/Flow workflows for production ETL.
- Ability to run workshops, communicate with non-technical stakeholders and produce precise functional documentation and acceptance criteria.
Preferred skills
- Esri certifications (Enterprise Administration, Utility Network or Desktop) or FME Certified Professional are advantages.
- Prior experience on GIS projects for water distribution and sanitation operators.
