A sectoral organisation provides shared IT services to public water operators, running a central geospatial platform that combines the Esri ecosystem with PostgreSQL/PostGIS and FME. This Expert SIG role exists to support the platform's evolution and operational stability, with hands-on work in ArcGIS Enterprise administration, ArcGIS Pro configuration and PostGIS data modelling.
The mission
The platform supports daily asset and network management processes for multiple water operators, using ArcGIS Pro, ArcGIS Enterprise, Utility Network, Field Maps, Survey123 and FME flows, with spatial data stored in PostgreSQL/PostGIS. Your work will ensure these components remain aligned, performant and secure while delivering new features and integrations that model real-world water and sanitation processes.
On a day-to-day basis you will run user workshops, translate business rules into detailed functional specifications and produce UML/BPMN process and data models. You will configure and publish services in ArcGIS Enterprise, develop ArcGIS apps and automation scripts in Python, design and optimise FME Desktop/Flow workflows, prepare and support UAT, and hand over clear operational documentation to run teams and partners.
Your responsibilities
- Lead user workshops and challenge business requests to produce clear, prioritised functional specifications that include acceptance criteria
- Produce and maintain UML/BPMN models and spatial data models, ensuring PostGIS/PostgreSQL schemas match business rules
- Configure and administer ArcGIS Enterprise, publish services and manage portal security and performance
- Develop and automate geoprocessing and deployment tasks using ArcGIS Pro, ArcPy and Python scripting
- Design, optimise and monitor FME Desktop and FME Flow workflows for scheduled and ad hoc data pipelines
- Prepare test scenarios, execute functional tests and support UAT to ensure delivered features meet operational needs
Your profile
Essential skills
- Minimum 10 years' experience in functional analysis or development within a GIS/Esri ecosystem
- Proven capability administering ArcGIS Enterprise, including portal management, federations, data store and service optimisation
- Advanced experience with ArcGIS Pro, Utility Network concepts and configuration of Field Maps, Survey123 and Experience Builder
- Strong PostgreSQL/PostGIS and SQL skills for spatial schema design, indexing and spatial queries
- Experienced Python developer, comfortable with ArcPy and scripting deployments and automations
- Practical knowledge of FME Desktop and Flow for building and debugging data integrations
- Ability to run workshops and write clear functional specifications, with experience preparing UAT and test plans
