You will work across transformation programmes to align sourcing, capacity planning and role design with HR roadmaps and competency frameworks.
The mission
The organisation is delivering several concurrent IT modernisation programmes covering cloud migration, platform consolidation and the shift to product teams and DevOps practices. These programmes touch hundreds of IT roles and require an integrated view of skills, capacity and mobility so changes to technology do not create gaps in service delivery. The work matters because it ensures projects are staffed with the right skills and that new operating models are adopted in a way that respects public-sector rules and career pathways.
In this role you will sit between programme leads, HR and IT managers to convert programme plans into people plans. Typical day-to-day activities include analysing skills gaps, building multi-year HR roadmaps, defining new roles for Agile and product teams, and running capacity planning for critical functions. You will influence recruitment pipelines, internal mobility plans and career frameworks to support a durable IT workforce.
Your responsibilities
- Drive a multi-year workforce strategy that aligns transformation programmes with HR roadmaps and competency frameworks, reducing forecasted skills gaps.
- Translate technical changes in Agile, DevOps and product team models into concrete role definitions, responsibilities and career pathways.
- Coordinate with programme leads and HR to centralise skills requirements and prioritise resource allocation across projects.
- Define and maintain a skills repository and competency framework to inform sourcing, development and mobility decisions.
- Lead capacity planning exercises that produce staffing plans for critical IT services and track progress against the roadmap.
- Support managers in implementing new working models through coaching, change artefacts and measurable adoption indicators.
Your profile
Essential skills
- 8 to 12 years of experience combining organisational transformation, workforce planning and IT-facing HR work, with proven delivery in complex programmes.
- Ability to design and maintain strategic workforce planning processes and HR roadmaps that translate technical architectures into people plans.
- Practical understanding of Agile, DevOps and product team organisation, able to map these models to roles and responsibilities.
- Strong skills gap analysis and talent pipeline management, including sourcing implications and internal mobility design.
- Systems thinking and stakeholder influence, able to work with senior IT leads, HR and programme managers to reach operational decisions.
- Experience within a Belgian public institution or equivalent public-sector environment, familiar with public HR policies and procedures.
