Digit’Eaux supports digital transformation across the water sector in Wallonia, delivering IT master plans and coordinated projects for inter-municipal utilities. This role exists to define a 3–5 year IT master plan (PDI/SDI) and target architecture for an intercommunal utility active in water, sanitation, land-use planning and renewable energy projects, using enterprise architecture practices and TOGAF/ArchiMate-based artefacts.
The mission
The project sits in a small strategy and architecture practice that designs, coordinates and validates sector-wide IT programmes. The technical landscape includes SCADA integrations, GIS, standard enterprise applications and cloud-hosted services, and the output will feed a multi-year portfolio that prioritises operational resilience and regulatory compliance across utility operations. Deliverables will include a diagnostic report, an IT systems map, target architecture, a 3–5 year IT roadmap, a project portfolio and governance recommendations.
You will lead the end-to-end production of the PDI/SDI according to the agreed phasing and timeline, working with an internal enterprise architect and business stakeholders across operations, engineering and corporate functions. Your day to day will combine stakeholder workshops and governance presentations, modelling target architectures with ArchiMate, estimating costs for the roadmap and preparing executive-level material for the CODIR. You will be accountable for the coherence and quality of the final deliverables and for securing validation in project governance bodies.
Your responsibilities
- Lead and deliver the complete PDI/SDI, ensuring all artefacts meet quality, timing and governance criteria
- Facilitate stakeholder workshops and drive stakeholder management to align operational, technical and executive priorities
- Produce a clear current-state diagnostic and an ArchiMate-based target architecture that supports SCADA and GIS integration
- Define a 3–5 year IT roadmap and prioritised project portfolio with financial estimates and implementation phasing
- Prepare and present concise executive briefings and governance materials for the CODIR and steering committees
- Recommend a practical IT governance model using COBIT/ITIL principles to support ongoing portfolio management
Your profile
Essential skills
- Senior experience in enterprise architecture, able to own end-to-end PDI/SDI delivery and decision-making
- Proven facilitation skills, capable of running multi-stakeholder workshops and managing expectations at executive level
- Strong knowledge of utilities sector challenges, specifically water and sanitation, plus experience with SCADA and GIS integration
- Practical experience with TOGAF and ArchiMate for architecture modelling and COBIT/ITIL for governance
- Ability to translate architecture artefacts into a prioritised project portfolio and realistic financial estimates
- Clear presenter, experienced in preparing materials for executive committees (CODIR) and steering groups
Education
- Degree in IT, engineering or equivalent professional experience
