A public-sector organisation focused on child and family services is running an organisational efficiency programme and needs a senior change coach to support both structural and IT elements of that transformation. The role combines change management, coaching and stakeholder facilitation, using frameworks such as ADKAR and techniques like PNL, to convert survey and public consultation results into adopted practices.
The mission
The project sits inside an Efficience programme that uses internal staff surveys, strategy-mapping sessions and a public consultation called "Parlons enfance" to redefine services for children and families. The technical side includes introducing new ways of working and digital practices across administrative and IT teams, so successful change depends as much on human adoption as on system delivery.
You will embed with the Efficience team and work closely with the Administration générale and operational teams to analyse survey outputs, identify behavioural and organisational gaps, and design targeted interventions. Your day-to-day will include running workshops, coaching managers and teams, drafting adoption plans based on ADKAR, and tracking measurable adoption metrics to show impact over time.
Your responsibilities
- Lead adoption, designing and executing change plans that increase uptake of new processes and digital practices, measured by clear adoption KPIs
- Facilitate stakeholder alignment and decision workshops to translate survey and public consultation findings into concrete organisational changes
- Coach managers and project leads to develop change capabilities, using ADKAR, PNL and coaching techniques to shift behaviours and reduce resistance
- Mediate and resolve team-level or cross-department conflicts, applying gestion conflit methods so projects can progress without escalation
- Produce concise guidance, training materials and progress reports for the Administration générale and programme steering groups
- Monitor psychosocial risk factors (RPS) and recommend mitigation actions to preserve team capacity during transformation
Your profile
Essential skills
- Senior-level change management capability, typically demonstrated across multiple large organisation transformations
- Proven experience using ADKAR as a practical adoption framework and applying coaching techniques in operational teams
- Solid facilitation skills for workshops and stakeholder governance, converting survey data into prioritised actions
- Experience with conflict management, listed here as GESTION CONFLIT, including mediation between hierarchical levels
- Familiarity with psychosocial risk management (RPS) and with organisational analysis methods such as ANC and BTA
- Ability to work within public sector governance and compliance constraints while maintaining impartiality and transparency
- Strong communication skills in both written and spoken formats, able to summarise complex findings for non-technical audiences
