A public-sector IT operator serving the French-speaking Belgian administrations runs multiple application portfolios, infrastructure and data projects. This Project Owner role exists to ensure operational continuity between business communities and an external supplier, combining Agile practice and BPMN-driven requirements with technical knowledge of Java, databases and ETL flows.
The mission
The project delivers a set of transactional and reporting applications used across several public administrations, with integration to SAP and SharePoint and data pipelines feeding analytical workloads. The work matters because it reduces rework and delays when different communities submit overlapping or conflicting requests, and because the solutions must be stable, auditable and evolvable in a regulated public sector context.
You will act as the day-to-day bridge between business stakeholders, domain experts, architects and the supplier team. Typical activities include maintaining a high-quality backlog of user stories, clarifying acceptance criteria using BPMN where relevant, validating technical proposals involving Java, ETL and databases, and keeping progress aligned with the product vision while the product owner focuses on strategy.
Your responsibilities
- Ensure the backlog contains clear, complete and prioritized user stories so the delivery team always works on highest-value items
- Translate business needs into actionable requirements and acceptance criteria, using BPMN and UX research outputs when appropriate
- Maintain alignment between multiple communities and the supplier, detecting conflicts early and driving compromise that preserves product coherence
- Validate technical designs and data flows with architects and the data team to reduce rework, particularly for Java components, ETL pipelines and database schemas
- Coordinate cross-domain stakeholders including SAP and SharePoint specialists to ensure integrations meet functional and non-functional requirements
- Report progress and escalate scope variances, ensuring decisions remain consistent with the agreed product vision and delivery timetable
Your profile
Essential skills
- Proven senior experience as a project owner, product owner or lead business analyst in IT delivery, with at least 5 years in similar roles
- Strong Agile practice, able to run and facilitate iterative deliveries and maintain a functioning backlog
- Practical knowledge of BPMN for process modelling and of translating processes into user stories
- Working familiarity with Java-based applications, database design and ETL concepts
- Experience with SAP and SharePoint integrations, or equivalent enterprise application exposure
- Good command of MS-Office and MS-Project for planning, documentation and stakeholder reporting
- Strong analytical skills, clear written and verbal communication, and proven ability to align multiple stakeholder communities
