The Boeteplatform programme coordinates digital projects that automate the processing and execution of monetary penalties for the public prosecution chain. This role exists to provide a technical Scrum Master who will apply Agile/Scrum and DevOps practices to two multidisciplinary development teams building case‑management components (JustFine ecosystem) and integrations for automated fine handling, using tools such as Jira, Confluence, GitHub, Microsoft Teams and CI/CD pipelines.
The mission
The programme delivers digital services that standardise and automate processing of traffic and correctional fines, integrate with finance authorities, and extend to cross‑border certificate handling. Work happens in a hybrid agile/waterfall delivery model across multiple projects, and the teams are accountable for measurable outcomes: predictability (velocity), quality gates (code coverage, SonarQube, security scans) and DORA metrics for deployment.
Day to day you will lead two multidisciplinary teams (developers and functional analysts) as a technical Scrum Master in a DevOps environment. You will facilitate Scrum events, coach teams toward autonomous delivery, keep CI/CD pipelines and quality gates healthy in collaboration with the DevOps engineers, and produce sprint and quarterly reports for stakeholders. You will also act as the translation layer between technical design discussions and product/business stakeholders.
Your responsibilities
- Facilitate all Scrum events and ensure teams deliver to sprint goals, improving predictability and sprint success rate
- Coach teams in self‑organisation and DevOps practices, increasing deployment frequency and reducing change failure rate
- Monitor CI/CD pipelines and quality gates (build success, test pass rate, SonarQube results) and escalate technical blockers that affect delivery
- Translate technical tradeoffs and non‑functional impacts (performance, security, GDPR, accessibility) for Product Owners and stakeholders
- Track and report Agile and delivery metrics (velocity stability, lead time, defect leakage, DORA) and maintain backlog data quality in Jira
- Identify and mitigate planning, capacity and dependency risks and support traceability for audit and governance requirements
Your profile
Essential skills
- 5+ years relevant experience in software delivery, including at least 3 years as a Scrum Master in a development environment
- Proven experience coaching multiple teams simultaneously in Agile/Scrum and DevOps contexts
- Hands‑on familiarity with Jira, Confluence, GitHub, CI/CD tooling and quality gate tooling (for example SonarQube)
- Practical understanding of version control (Git), branching strategies, code review practices and automated testing concepts
- Ability to read and follow technical design and architecture discussions without acting as architect or lead developer
- Strong facilitation and communication skills, analytical and data driven, able to bridge technical and non‑technical stakeholders
- Certified: PSM I or CSM (required)
