A major Belgian public security organisation is executing a digital transformation to replace paper police reports with an end-to-end digital process, the ePV programme. This role exists to add a senior project manager to the Transformation Team who will apply Agile/Scrum practices and change management to deliver the ePV project together with justice partners and internal operational units.
The mission
The ePV programme aims to digitalise the official police report lifecycle, simplify case handling between police and justice, and accelerate processing through automated workflows and better data integration. The initiative sits inside a Digital Transformation Office that coordinates IT, innovation and data workstreams and governs cross-organisational change.
You will join a multidisciplinary Transformation Team as one of three project managers assigned to the ePV stream, working with internal teams, external suppliers and Product Owners. Day-to-day you will own the project plan and milestones, run Agile ceremonies where needed, maintain roadmap alignment with the DTO, and ensure deliverables meet operational and legal requirements. You will regularly report progress to stakeholders across police units and justice partners and adapt plans to keep the programme on schedule.
Your responsibilities
- Deliver the ePV milestones on time and to the required quality by maintaining the project plan, tracking dependencies and adjusting resources.
- Align and coordinate stakeholders across police operational units and justice partners to remove blockers and secure approvals.
- Implement and coach Agile/Scrum ways of working together with the Product Owner to improve delivery cadence and backlog hygiene.
- Drive change management activities to secure adoption of new digital processes, including training plans, communications and process documentation.
- Monitor risks and issues, escalate where necessary, and manage vendor and supplier performance to achieve agreed outcomes.
- Lead and mentor a mix of internal and external team members to sustain a collaborative, knowledge-sharing environment.
Your profile
Essential skills
- Proven experience as a senior project manager in public sector IT programmes, able to navigate institutional governance and legal constraints.
- Strong command of Agile/Scrum methods and practical experience working with Product Owners to shape delivery.
- Demonstrable change management capability, translating project outputs into operational adoption.
- Effective people management and coordination skills across multidisciplinary teams and external suppliers.
- Solid stakeholder management and project planning skills, able to present progress and decisions to senior stakeholders.
- Hold recognised project management certification(s) such as PMP or PRINCE2 or equivalent.
